CON-170 Fundamentals of Cost and Price Analysis - This course is a Level I contracting course intended primarily for GS-1102 contracting personnel. This 80-hour course provides foundational knowledge of contract cost and price analysis.
Students learn how to apply quantitative tools to accomplish cost and price analysis in accordance with the Federal Acquisition Regulation and the Contract Pricing Reference Guide.
Course Objectives: Upon successful completion of this course, the student will be able to apply fundamental quantitative pricing skills, distinguish various seller pricing strategies; explain the purpose of the Truthful Cost or Pricing Data in mitigating government risk; identify policies and procedures for applying Cost Accounting Standards; discuss cost principles and procedures; recognize the essential elements of a market research report; select an appropriate contracting strategy; identify how to use contract financing techniques; state the difference between price and cost analysis; discuss price analysis techniques; assess price-related factors; analyze a proposal and select a contractor; identify the contractor business systems that must comply with government requirements for contract award; differentiate between direct and indirect costs; summarize how direct material, indirect, and subcontracting costs are evaluated; calculate Facilities Capital Cost of Money (FCCOM); apply weighted guidelines for calculating profit and fee objectives; complete a settlement action relating to defective pricing; and apply professional negotiation techniques to achieve success in a face-to-face negotiation.
